Earlier, the authors confirmed the relevance of the problem under consideration due to the impact of the development of neural networks on cybersecurity technologies, and provided an overview of existing methods in this area [1]. As a result, it was concluded that existing assessment methods do not adequately reflect the impact of neural networks on improving the effectiveness of exploits. In continuation of this topic, the current article explores an approach to developing a method that takes this factor into account. A three-level analytical model is proposed, based on nine indicators that characterize the effectiveness and adaptability of attacks. To calculate the total Impact Index, an additive-weighted function with weights determined using the Analytic Hierarchy Process (AHP) by Saaty is applied. The developed model provides a quantitative assessment of exploit impact, including neural network—enhanced ones, and can be used for threat ranking and improving cybersecurity measures.
